The MSA has issued the following clarifications of the regulations printed in the 2009 Blue Book, with immediate effect.
Under the specific regulations for Speed, Hillclimb and Drag Racing (Section I), paragraph 46 should now read as follows:
(I)46. Other than those exceptions detailed, all Sprint and Hill Climb vehicles must comply with the following:
Safety
(a) Roll-over Protection System C(c)-1-43, except for cars of Periods A - E (The Terminology) and for Road-Going Series Production Cars and Road-Going Specialist Production Cars where C(c)-31-35 or 36 is recommended
(i) Modified Limited Production Cars and Modified Specialist Production Cars must comply with C(c)-31-35 or 36
(ii) Hill Climb Super Sports Cars must comply with C(c)-39-41
(iii) Sports Libre Cars:
As defined by (I)123(b) must comply with C(c)-39-41
As defined by (I)123(c) must comply with C(c)-36
As defined by (I)123(a) and (d) to (f) must comply with FIA International Regulations
(iv) Racing Cars must comply with C(c)-37-38.
(b) Seating and Seat Belts, except for cars of Periods A - E (The Terminology)
(i) Road-Going Series Production Cars and Road-Going Specialist Production Cars: front seats may be replaced by fully trimmed Competition versions in the interests of safety
(ii) Road-Going Series Production Cars and Road-Going Specialist Production Cars must comply with C(c)-45 three point
(iii) Modified Limited Production Cars and Modified Specialist Production Cars must comply with C(c)-45 four point
(iv) Hill Climb Super Sports Cars, Sports Libre Cars and Racing Cars must comply with C(c)-45 six point
(v) With the exception of Racing Cars, the Driver must sit on the same side as in the original car unless period-defined.
(c) Head restraints (C(c)-103-104): mandatory for all cars except for cars of Periods A - E (The Terminology).
(I)46.1 Fire Extinguishers
C(c)-56(b) is recommended for discharge into cockpit and engine compartment.
Under the specific regulations for Autocross and Rallycross (Section E), paragraph 131 should include a second option on the third bullet point, to read as follows:
Safety
E131. Vehicles must comply with safety criteria in:
C(c)-31-35, C(c) Appendix 2, drawings number 5, 6 or 8, with the longitudinal strut (as shown in drawing 9) mandatory C(c)-45.4 point (FIA homologated and with four separate fixing points) C(c)-56(b) and C(c)-56(c) (not necessarily plumbed in) C(c)-69-71 C(c)-75-76 C(c)-103-104.
