The World Motor Sport Council met in Paris on June 29, 2005. The following decisions were taken:
FORMULA ONE WORLD CHAMPIONSHIP
Heard the defence of the seven Michelin teams in relation to events at the 2005 US Grand Prix. See separate release.
Approved the distribution of the consultation document on regulations for the 2008 FIA Formula One World Championship to the relevant stakeholders.
WORLD RALLY CHAMPIONSHIP
To reinforce safety for all Championship rallies run on asphalt, safety cars will be permitted to cover one passage of every special stage. One car will be permitted for each P1 and each P2 driver. One car from the rally organisation will be permitted for all other drivers.
The Rallye de France-Tour de Corse and the Rally Catalunya-Costa Daurada will be run, for 2005, on two consecutive weeks as ‘paired events’ where specific provisions will apply. In particular, the engine and chassis for each car entered by a manufacturer will be sealed by a scrutineer at the start of Rallye de France-Tour de Corse and must remain sealed until the end of the Rally Catalunya-Costa Daurada.
These seals may be destroyed only in the following cases:
- change of oil pan (only under the supervision of a scrutineer)- if the car does not finish the first rally (the new engine and chassis will be sealed before the start of the second rally).
If the car finishes the Rallye de France-Tour de Corse and the seals are found to be destroyed before the Rally Catalunya-Costa Daurada, a 60-second penalty may be imposed by the stewards.
At the request of Mitsubishi and Škoda, exceptionally for 2006, the two manufacturers may benefit from a waiver to be absent from a maximum of three events in the World Rally Championship, two in Europe and one overseas. They cannot both be absent from the same event.
WORLD TOURING CAR CHAMPIONSHIP
The FIA European Touring Cup will take place in Vallelunga, Italy on October 16, 2005.
KARTING
The CIK-FIA World Karting Championship will take place in Angerville, France from September 28, 2006. The relaunched CIK-FIA Formula A World Cup will take place in Suzuka, Japan from the May 26, 2006.
CROSS-COUNTRY RALLY
From 2006 the FIA reserves the right to amend the dimensions of the air restrictors for T1 and T2 vehicles without notice in the interests of safety.
For the World Cup, speed controls with a limit of 120kph will be carried out in areas defined by the organiser. These areas must be mentioned in the supplementary regulations of the event.
COURT OF APPEAL
Approved the ‘Rules of the International Court of Appeal’ (ICA), which consolidates the current statutory rules and procedures governing the ICA into a single text. The new rules incorporate the existing procedures of the ICA along with some new innovations designed to further strengthen the efficiency and independence of the Court. These include:
- The establishment of a new Congress consisting of the 18 titular Members that will meet at least once a year and be responsible for overseeing the functioning of the Court, future amendments to the rules, and any grounds for complaint against its Members.
- A reduction in the time limit for the confirmation of an appeal, from a decision of the stewards at an event, from seven days to 48 hours.
