Reigning Champion Neal, driving a Team Halfords Honda Integra, started from pole position and held off the SEAT Leon of Jason Plato to earn his first win of 2006.
Neal also set a new lap record to achieve a perfect score.
Plato, in second, was followed home in third by team-mate and current championship leader James Thompson, who was under pressure throughout from Colin Turkington's fourth-placed Team RAC MG ZS.
The second of today's three rounds is scheduled to start at 13.20
